Who Needs the Hygieniapassi in Finland?

You need a hygiene passport once you have handled unpackaged, easily perishable food for at least three months. Who is covered, who is exempt and what the employer must do.

The hygieniapassi is Finland's hygiene passport for food work. Whether you need one depends on what you handle and for how long, not on your job title or the size of the business.

The rule in one sentence

Under the Food Act, a person who handles unpackaged, easily perishable food in a food premises must have a hygiene passport once that work has lasted at least three months. You can work up to three months in these tasks without one.

Both parts have to apply. Someone who only handles food that is already sealed in its final package is not covered, however long they have worked there. Someone who slices vegetables on a six-week summer job has not reached three months yet.

How the three months are counted

Earlier work in tasks that required a passport counts toward the three months, and separate short periods are added together. Two summers at a festival kitchen and a winter job at a café can add up to more than three months even though no single job did. Our guide to part-time and seasonal work covers this in more detail.

Who is exempt

The law lists a few groups who do not need the passport: prisoners obliged to work, conscripts and civil-service personnel, certain social-welfare clients in work or day activity, and people serving community sanctions.

A degree does not count instead. A qualification certificate does not replace the passport, even if it mentions hygiene studies. The only route is passing the test.

What the employer has to do

The employer is responsible for guiding, advising and, if needed, training all food workers, and for making sure that everyone who needs a passport has one. The employer also keeps a record of staff hygiene competence and shows it to the food control authority on request.

The passport is personal. It is not issued to the employer, and you show the original to the employer. You prove it with the original card or the original paper certificate, and the two are equal.

Can an employer ask for it earlier?

Yes. The law does not require a passport until three months of such work have passed, but an employer may still ask applicants for one before hiring. Some employers do, which is a good reason to sort it out before you start applying.

What the passport is not

It is not a cooking qualification. The test checks that you understand how food becomes unsafe and how to prevent it: microbes, temperatures, cross-contamination, personal hygiene, cleaning, own-check and the basic rules of food law. The free lessons cover each of those topics.

Related requirements

A separate requirement is the salmonella statement, which some workers must show before starting work that involves unpackaged food served without heating. It is a different requirement from the hygiene passport.
