Do You Need Both the Hygieniapassi and the Anniskelupassi?
The hygiene passport and the alcohol serving passport are separate requirements. When you need one, the other or both in a Finnish restaurant.

Restaurant and bar staff often hear about two "passports" and assume they are the same thing. They are separate certificates with separate purposes.
What each one is for
The hygieniapassi is about food safety. You need it once you have handled unpackaged, easily perishable food in a food premises for at least three months. The test is 40 true/false statements and you need 34 correct.
The anniskelupassi is about serving alcohol. It comes from alcohol law and has its own exam and its own rules on who needs it. See who needs an anniskelupassi.
Passing one says nothing about the other.
When you need only one
- A cook in a kitchen with no bar duties handles food and may need the hygiene passport. The alcohol side does not apply.
- Someone who only pours drinks and does not handle unpackaged perishable food does not fall under the hygiene passport rule.
When both can apply
Many small venues mix roles: a bartender who also portions food, a server who plates dishes and pours drinks. Each rule looks at your actual duties. If you handle unpackaged perishable food for three months, the hygiene passport rule applies. If you serve alcohol in a role that needs the alcohol certificate, that rule applies. They do not cancel each other.
They are issued separately
The hygiene passport is issued only by a tester approved by Ruokavirasto, on the basis of a paper test in a supervised room. A hygiene passport cannot be obtained through another qualification, and it cannot replace the alcohol serving certificate.
What employers ask
Employers may ask for the hygiene passport before hiring, even though the law does not require it until three months of such work have passed. In roles that mix food and drinks, some ask for both.
Which to do first
If your first job is in a kitchen, the hygiene passport is the one that matters. If it is behind the bar, look at the alcohol side first. If you are not sure yet, the hygiene passport is safe to get early, because it is valid until further notice.
